Question

Should I file head of household if my domestic partner has not worked at all in 2018 and I am supporting him with all his bills?

To file as head of household you must be unmarried, pay more than half the cost of maintaining your home, AND provide care in your home for a qualifying person, usually your child.  An unrelated adult is never a qualifying person for head of household even if you can claim them as a dependent.

An unrelated dependent, adult or child, does not qualify you for head of household filing status. Nor does a non-dependent person  living with you (with the exception of your own child).
