Should I File Joint with my wife if she didn't work last year. Also can I claim her as Dependent

Filing as Married Filing Jointly is almost always the best filing status, and you can use that even if one of you had little or
no income.

You can not ever claim your wife as a dependent.
See page 11 of IRS Publication 501 which says:

“Your spouse is never considered your dependent.”
