Should I ignore "NY Estimated Payment Vouchers for 2018" that I got when filing 2017 NY State return if I am not a resident of NY in 2018 and will not work there in 2018?

Yes, if there will not be a tax liability for 2018, there would be no reason to make estimated tax payments.
