Should the 1099 documents be blank when reviewing the return before filing. They are filled in when reviewing in Federal documents.

If these are documents you received reporting income, and that income is reporting properly on the Form 1040, you should be fine. The IRS receives copies of 1099 documents from the issuer. TurboTax software recreates them based on your entered information and includes them in your worksheets. They are not part of your submitted return.
