What is the difference between the SSA-1099 and the SSA-1099SM?  We've always just had the SSA-1099.

SSA-1099 and SSA-1099SM are the same.   Look at the bottom left of your SSA-1099 form.  It says SSA-1099SM there.  Here’s a sample of the 2019 SSA-1099 form.

They are the same.  I think the actual form has alway has the SM at the end.

The SM must mean Self Mailer.   I found a Social Security article and it lists the SSA-1099 versions down in Section E

The "SM" stands for Self Mailer.  As @VolvoGirl said, the statements are the same.
