State and Local Taxes Paid, Sch A

On Schedule A, Line 5A, it says under "Taxes You Paid" "State and Local".  TT is calculating what I paid in 2020 to CA for taxes owed for 2019 (correct) but it also is including all the estimated taxes I paid for 2020.  I think this is incorrect.  Most of my estimated tax I paid will be refunded to me.  Am I missing something?  Estimated Tax Payments are not considered "Paid Taxes" or are they?  Thank you.

Yes that's right.  All state taxes you paid includes estimates paid in 2020.  So also include a Jan 2020 estimate you might have paid for a 4qtr 2019 return, but not a 2020 4th qtr estimate if you paid it in Jan 2021.  So I pay my estimates by Dec 31.

Oh and it also includes any 2020 state withholding from your W2 and any 1099 forms.
