Why does  thefed return designate my state refund as non taxable and Virginia wants me to list it as income? When I do this, I receive an error message stating the state income refund amount on my state return cannot exceed the dollar figure on my federal return.

    The state program may instruct you to enter the refund amount if you entered it on your federal return as taxable, since you would have to deduct it back off the state return. 

     

    But if you did not enter it on the federal return as taxable, then it shouldn't be entered on the state return.
