State Tax Download for comparison purposes

I am a full-year Virginia resident and have downloaded the Virginia state tax software for Turbotax.

I would like to also download and pay the download fee for another state in order to compare what the difference would be in state tax obligations between the two states, for future plans. Is there a way to do that without confusing the data for multi state downloads?

Yes, because you have the download, when you have the return open, first go to the File on the menu bar and "Save". Then go back and "Save as..." and use a different name so that you will be able to distinguish. When you open the file with the original name, it will be up to the point you created the Save As...
