TTAX automatically assumes I received my State refund in 2019 and adds it to 2019 income. I did not (I filed late.) I can't find a way to change this entry!

If you filed for a state income tax refund for 2018 and it is taxable as income in 2019 because you itemized your deductions in 2018, it would still be considered income even if you did not receive it due to an offset.
