Stimulus Check- Non-tax filer

For 2018 taxes, my girlfriend's mother claimed her on her taxes.

This year, she will be claimed on my 2019 taxes. She has little enough income to not require tax filing.

Is there a way for her to receive a stimulus payment?

We thought she could do the TurboTax Stimulus Registration but do not want to do so if this would cause a conflict with her being claimed on my taxes for 2019. (Have not filed yet)

No, a dependent  is not eligible for a stimulus check. A dependent over the age of 16 doesn't increase the payment to the taxpayer who claims that dependent.

If she has some income, she can file her own return and not be claimed as a dependent by anyone. That is the only way she will get her own stimulus payment.
