Student that lives in MD attends school and works in PA.

I am a student who lives in MD and attends school in Philadelphia, PA. I work for the university part time while attending school. PA is a reciprocal state with MD. My employer withheld PA taxes instead of MD. When I filled out the MD return it does not have an option to address the taxes paid to PA. I downloaded the PA state form thinking I would have to file with PA. When I went through that the end result was no refund or payment, even though I paid about $400 to PA and another $400 to the city of Philadelphia. I earned less than $12000 so i think I should get all taxes refunded?
