System Error code 3002 importing Vanguard consolidated 1099

I received an error message trying to import my consolidated Vanguard 1099.

A system error has occurred: {"message". "Something unexpected happened and we could not get your documents. (3002)","code""3002","severity"="ERROR"}

    If your Vanguard consolidated 1099 contains 1099-INT, 1099-DIV and 1099-B, click this link for issues relating to errors in importing.

    I got the same 3002 with importing from Ameriprise. I realized that I had VPN turned on on my laptop and when I turned it off everything imported. Maybe that's the issue?
