My tax expert is telling me my taxes can't be filed until the middle of February because I'm eligible for the additional child tax credit is this accurate?

Oh----yes, that makes sense.  There are a lot of federal and state forms that are not yet ready.

Click Review to see if you are missing some forms needed in order to e-file.

Many federal and state forms are not yet available.  Check here for form availability. The dates are subject to change.

Tax form availability tool,

No hurry to e-file since the IRS will not begin to accept/reject 2023 e-files until January 29.   And….a state return cannot be accepted until after the IRS accepts your federal return.

You may have misunderstood what they meant.   The IRS is not accepting 2023 returns until January 29.   If you are getting the refundable child tax credit or earned income credit, the IRS will hold your refund until the middle of February even if you file before then.   Realistically, the soonest you could receive your 2023 refund would be late February.
