good evening. I just file my tax return and it was rejected. The issue is this because a return with primary Tax payer's identification number assigned to this return has already been filed. I don't understand who file our tax return why is been filed already.

You may be a victim of identity theft. You can request a copy of the return that was filed:
Instructions for Requesting Copy of Fraudulent Returns | Internal Revenue Service (irs.gov)

    Sorry you're going through this.

If someone else has already used your SSN on a tax return---either on purpose or by accident----you will have to file your own return by mail.   You will not be able to e-file this year.  Print, sign and date your return in ink, and mail it in.  The IRS will sort out the duplicate use of the SSN.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
