If you were not required to file a tax return in 2018 or 2019 and did not receive any stimulus check payments, you can claim the Recovery Rebate Credit on a 2020 tax return. The Recovery Rebate Credit forms can be used by people who are not normally required to file tax returns but are eligible for the credit.
