Tax Year Prior to 2020: child credit 2018

has 3 kids all are under 17 and income is around 46k can it be possible to get full child credit?

Yes, for the Child Tax Credit.  It's $2,000 per child.  Up to $1,400 of the credit is refundable and is phased-in based on your earned income.  Please see this FAQ for more details about qualifying and how it works.
