Tax Year Prior to 2020: My mother watched my 2 children while I went to school at night. As payment I would pay her light bill every month. Does this count as childcare payments ?

Maybe, If she's a registered child care provider you may be able to claim the expense.. However in some states it doesn't really matter whether she's registered or not.

 

Also, if you claim the child care credit, she will have to declare the money as income and pay social security and medicare tax (15.3%) as well as income tax.
