Taxes on investment gains

I was expecting a return of $3,000.  I the entered my investment gains of $22,777 of which I think I should only be taxed ay 15%.  I know owe $1,500.  That is way more 15%.  How do I evaluate that the math is correct?

    You may be subject to the Net Investment Income Tax of 3.8% on your investment gains.
