Question

taxes were rejected due to home buyer credit and the original $1,940 payment is pending at the bank. when i try to resubmit they say i owe the $1,940.00?

why can't i amend the return and show the remaining amount owed?

    If the return was rejected, then you would not amend your return, you would just fix your return. 

    If your amount due on your return is still $1,940, then before you resubmit the return, you can remove the payment information so the amount is not re-withdrawn.  

    If the payment did not come out, then you can make the payment directly on the IRS website.
