The nys dept of finance claims I have outstand NYS tax debts. My refund was original $992 they subtracted $461. Line 34 minus $8,000 and line 36 $1,000

we can't really answer because it depends on the validity of  NYS assertion that you have unpaid tax debts.  we have no access to your returns or New York' s  tax records.  you should have received notices explaining what you owe and for what years.   you'll need to check to see if the returns were changed for some reason -  then you would have to provide proof the changes were incorrect  and prove that otherwise you paid the balance due if any.  if you didn't get details or don't understand  call them to  find out what years and amounts and then check against tax returns filed.
