Question

The system won't let me submit my returns for filing due to error message of "hit a snag". I have tried Chrome and clearing my browser. Can anyone help?

Try signing off of TurboTax, make sure you save first, and closing any open TurboTax windows. You may need to clear your internet history, which it sounds like you already have, make sure that you have no adblocks on the turbotax site.  Restart your laptop and try again. It also may be due to overwhelming activity on the servers.
