The VA state tax website says I can use TurboTax to electronically file an amended return; Turbo Tax says you can't electronically file with them to VA. Which is correct

They are both correct. Virginia does support e-file for amended returns, however, TurboTax does not support e-file for amended state returns.

Pretty sure that's wrong. I just had to amend my tax returns for the first time ever and did it the first day you could on turbo tax and both got filed and sent in electronically and were accepted.

Some state amendments can be e-filed in TurboTax and some cannot. This TurboTax FAQ separates which states you can use TurboTax for and which states you cannot use TurboTax to e-file an amendment for.
