They want a value in box 16 to allow me to continue but there is nothing on box 16?

Box 16 of what?  There are a lot of boxes on a tax return, and we cannot see your screen.

1099-R

You can enter the taxable distribution amount from Box 2a in Box 16 if you are a full-year resident of your state.

 

On Form 1099-R:

 

  • Box 14 is state tax withheld
  • Box 15 is the state and payer ID and
  • Box 16 is the distribution amount for that state. 

 

Many payers leave the state distribution amount blank on their Forms 1099-R. If you are a full-year resident of your state, you can enter your box 2a amount (the taxable amount of your distribution) in box 16.
