For 5 years I have used the CD my neighbor had purchased, this year I get this message when entering the code, did they do away with the ability to use another persons disk?

Yes-----they "did away" with people giving out their license codes to neighbors, relatives, etc. If you purchased the CD/download you can use it on five computers owned by you. The downloads are all linked to the online account of the first person (presumably the person who paid for it) who used the download.
