I want to take it out of my state refund

there is an e-file fee for state. it cannot be taken out of your refund.

Sorry---you cannot have TurboTax fees deducted from a state refund. It is only possible to have software fees deducted from a federal refund. If you already filed federal and waited to file your state, then you will need to pay your state fees upfront using a credit or debit card in order to file.

Or delete the state return and try going to your state's tax site to see if you can prepare a state return there for free.
