Turbo tax charged me for filing State Income taxes but I didn't get any form of return. So they charged me for nothing.

If you use the software to prepare a state return you pay a fee for using the software. Your fee is not based on how much of a refund you get, or whether you get a refund or even if you end up owing state tax. If you did not file the state return and do not want to file it, you might still be able to delete it.
