I had new solar panels installed on my home in mid-2023 and having been using them since June 2023.  I am now filling out my 2023 Form 1040 (filing a year late) on TurboTax Deluxe.  When I got to the page titled "Enter Any Residential Clean Energy Improvements," I entered total "Solar electric costs" of $34,520, which is what I paid the solar panel company.  However, when I got to the page titled "Your Home Energy Credit Summary," the line item for "Your Home Energy Credit" shows q "0."  In other words, it's giving me no credit at all for the solar panels I paid to have installed.  This is clearly wrong.  What is going on?

If your total tax liability is 0 (zero) then the tax credit is carried forward to the next tax year.

Look at you federal tax return, Form 1040, on Line number 20 is the Home Energy Credits.  If the tax liability is zero on lines 22 and 24.  The amount of the credit will be carried forward.
