If you are using standard deduction you can just skip the sales tax screen.  Entering sales tax if you do not have other itemized deductions like mortgage interest has no effect.

The program may be checking to be sure you aren't able to itemize. For example, if you are in a state that doesn't have income tax, you can deduct sales tax instead.

In some cases, you may be able to itemize on the state return even if you can't on the Federal return. If that could be the case, enter all of your itemizable deductions in the Federal return and the information will flow through to the state return.

See this article for more information about entering sales tax.

Okay maybe because I am in a state that doesn’t have income tax and no state form is needed.
but does sales tax here mean anything I’m buying in the store and paying the state % at checkout ?

Yes, the tv, candy bar, whatever you purchase that charges sales tax. Sales tax can sometimes be quite large, like when you purchase a car or luxury yacht. Sales tax charts with income should be inflated with nontaxable income, like child support and alimony.
