Turbotax did not include under payment of estimated tax penalty with correct input in the worksheet of payment date, is this normal?

Worksheet shows date when estimated tax was paid. However refund did not include underpayment of estimated tax penalty . Later IRS reduced the refund siting underpayment penalty error in the return.

Did you have a penalty on 1040 line 38? Yes it's common and expected for the IRS to bill you for more or refund you the penalty. You can leave it blank and let the IRS figure it for you.
