TurboTax Tax doesn't match IRS table

I have a taxable income of $4133 and Turbotax is saying the tax is only $89.  Why isn't it 10% of $4133?  Is there a problem with the program? Thank you.

You may have some refundable credits or wage withholding being applied.  You can preview your 1040 to see what is happening to the amount after the tax is calculated by following these steps:

  1. Open or continue your return.
  2. Select Tax Tools in the left menu (if you don't see this, select the menu icon in the upper-left corner).
  3. With the Tax Tools menu open, you can then:
    • Preview your entire return: Select Print Center and then Print, Save, or Preview This Year's Return (you may be asked to register or pay first).
    • View only your 1040 form: Select Tools. Next, select View Tax Summary in the pop-up, then Preview my 1040 in the left menu.

Scroll down to line 19 to look at the amounts that adjust the tax due.
