Can you please explain to me what is the High deductible health plan and helpme in answeing that question {What type of High Deductible Health Plan did you have on December 1, 2016?} I only has a Medi-Cal in 2016 and 2017 so I donot know if the Medi-Cal considered as a HDHP?

In your situation, you should choose "None".

A High Deductible Health Plan is a plan with a higher deductible than a traditional insurance plan. The monthly premium is usually lower, but you pay more health care costs yourself before the insurance company starts to pay its share (your deductible).

Medi-Cal is not a HDHP, which is why you will select "None".
