Check your internet connection. Also, clear your cache, log out, and sign back in. If you are sure the federal return has been accepted, you should be able to e-file the state return, unless you have a form or schedule in your GA return that requires you file your state return by mail. Check Form Availability - Not all states have finalized reporting forms for casualty losses.

How do I e-file my state return after I have already filed my federal return?
