To solve the import issue from Quickbooks 2021 to TurboTax 2023 business requires you to buy a 2024 Desktop subscription and convert your files to it

I also am seeing this problem.  TurboTax Business is not finding Quickbooks 2021.

Same problem here.  I have QB Desktop 2021, and was able to import into TT Business 2022 just fine last year.  If Intuit wants the customer base to adopt a newer product line or model, make it enticing for people to want to migrate.  Dropping functionality in the hope to force your customers to migrate is never good business practice.  Support the customers you do have.  Make them feel like they have a good business relationship with you.  They will be more willing to buy new products from you in the future.  These types of actions do not sit well with customers and they will be more likely to seek solutions elsewhere.
