Question

Unemployment overpayment is under protest for a while now. How do I proceed with filing taxes now?

If you have not made repayments, then you would not do anything until you do start repaying IF you repay.  Since this is an unknown, you can proceed with your taxes without doing anything for the Unemployment overpayment on your 2021 return.
