My daughter married a non us citizen in Dec 2020, he has not lived in the US in any of 2020.  Filing status is married filing separately, but the form wants his SSN or TIN, which he has neither. Does she leave it blank, and can the form be e-filed?

No, a tax return filing with a non-resident spouse must be mailed.  She can use 111-11-1111 in the  SSN/ITIN field to get the return completed and printed, and white out this number before mailing.
