Using a Mac for TurboTax filing for 2019 but changing to a Windows for 2020 filing. How can the data be transferred to the new computer?

Simply copy the xxx.tax2019 data file from the Mac to the PC using a memory stick or any other file transfer method where it can be located on the PC.

You can have as many tax data files as you need, like word processing or spreadsheet documents. The default name is something like "Joe Smith 2019.tax2019" and the default location is your Documents folder.  ((The extension  ".tax2019" may not be visible depending on your system settings.)  Simply copy and move the data file, it will open in either Mac or PC.

The 2019 tax data file which has a file extension of .tax2019 can be transferred to the TurboTax 2020 desktop edition.  The tax data file is not Operating System dependent for a transfer.
