W-2 with zero income

I received two w-2 from the same employer. First one had all standard wages and info. The second w-2 had all income based boxes blank except for box 18 (Local Wages) and box 20 (Locality Name). Do I need to report this w-2 since all the income is on the first w-2 that I received.  

 

I have read multiple posting that I should simply place $1 in income box in second w-2 and subtract $1 on first w-2 so wages would even out.  Not sure if this is recommended???

    No don't do that.  Just enter 1 W2 and enter the extra boxes 18-20 on it.  You can add another row for 15-20.  Did they run out of room on the first W2?  That's common.
