I am filling out a W-4P for 2024 because I am going to be retiring from my job, my husband just started a new job late in 2023. Do I need to write the amount from the W2 box 1 bi?

You will need to estimate what your husband's job will pay for the full year of 2024. If he started late in 2023, the 2023 W-2 will not provide a good estimate of that amount.
