We had an offset get applied to our account for back due child support. According to our credit report, this account balance is at 0 and is not past due. How to dispute?

You will have to dispute it with the agency for which the offset was made.  If you believe you do not owe the amount listed on your Notice of Intent to Offset and want to dispute the tax offset, you should contact the agency that received the offset payment, not the IRS. The IRS is not in charge of the Treasury Offset Program and they cannot speak to the accuracy of their report.
