The main reason that you would receive a federal refund and owe on the state is that you had enough federal tax withheld from your pay but not enough state tax. The federal and state withholding is processed separately, so you may have requested that enough be withheld on the federal form and not on the state form. The amount of state tax withheld on line 17 of your W-2, should be enough to cover the tax due for your income level.
