If he is receiving Social Security benefits then he should have a SSA1099---they are mailed out in January.   He can get a copy from SS:

Does he have other income or was SS his only income?   If SS was his only income he is not required to file a tax return unless he has a 1095A for marketplace health insurance.

You can find the SSA-1099 by logging into the SSA.gov website.  

If he has no other income, then you would not need to file a return for him.
