The review keeps taking me back and saying the info is needed but box 13- State number is blank

first try leaving off all the state info if either your state doesn't tax retirement distributions or taxes the same amount as federal. in these cases state info isn't needed. TT usually automatically computes the taxable amount for the state. so a state ID # is only needed if there's state withholding. if you need a state number try 000-000
