What do you do if line 5a nor 5b have NOT been checked on the Federal Schedule A form and there is no amount?

I am trying to complete my 2016 tax return and it tells me to check my Federal Tax Return Schedule A Form to see if 5a or 5b has been checked, and to input the box number on my 2016 return.  Neither box on my 2015 return has been marked, so what am I to do to continue?

Are you answering this question in relation to a 2015 state income tax refund that you received in 2016? If neither box is checked on your 2015 Schedule A, and there is no amount on line 5 of your 2015 Schedule A, then the refund is not taxable. You can answer that line 5b is checked and enter zero for the amount. When you click Continue it will tell you that your 2015 state refund is not taxable.

Did you itemized deductions on 2015?  Check the 1040 line 40 and see if maybe you took the Standard Deduction instead.  Or if the amount from schedule A line 29 is on line 40.
