What do you do when your w2 doesn’t have a section d for a control number at all

You can actually leave it blank.

If you're trying to import your W-2 and you are asked for a Control Box D, select Skip import and manually enter your W-2. You won't be able to import.

If you getting an error and can't e-file because you didn't enter the control number, 

just enter any number in this format: 5 digits, space, 5 digits.The IRS doesn't care what's in box D.
