Generally this happens when something is caught in the federal or state review as missing. It appears that you can enter the missing text right there in the review, so you do. Then the review later states that you can't do that.

 

To get out of this situation, go back to the original federal or state form where this amount is missing (is this on your W-2?) and enter the city name there. Then go back though the review and see if that clears the problem.
