Question

What does it mean when it says that you don't have any link accounts you must logged into your financial institution.

It could mean a couple of things.  Either you have not entered your banking information for direct deposit of your refund of payment of balance due amounts.  Or, you are trying to import Form 1099s from your financial institutions and have not set up the links to those accounts.
