What does it mean when the irs hasn't finalized one of my forms, mean?

I tried to complete my taxes. I got to the last step and it said the IRS hasn't finalized one or more forms. what does this mean??

It means what it sounds like.   Your tax forms are not ready.   You need to wait for them.  Click Review to see which forms are not ready yet.   There are lots of federal and state forms not ready yet.  

 

You have plenty of time.   The IRS will not begin to accept e-files until the end of January or early February.
