What does "Quarantine order" mean with regards to the Self-employed sick leave credit? Didn't we all have this order in California?

Yes, the self- quarantine orders are generally still in effect today.  See About COVID-19 restrictions - Coronavirus COVID-19 Response

 

You should self- quarantine if you have had close contact with someone who has COVID-19.

Close contact means:

  • You were within 6 feet of someone who has COVID-19 for 15 minutes or more over a 24-hour period
  • You provided care at home to someone who is sick with COVID-19
  • You had direct physical contact with the person (like hugging or kissing them)
  • You shared eating or drinking utensils
  • They sneezed, coughed, or somehow got respiratory droplets on you

You do not have to quarantine, even after close contact, if you recovered from COVID-19 within the past 3 months and have no new symptoms

My question is more about the IRS/tax definition of quarantine for this credit, and not about when or why I should quarantine.  Perhaps your "yes" was in reference to my question.

The following information may clarify your question about quarantine.

 

Quarantine or Isolation Order. For purposes of the Emergency Paid Sick Leave Act, the temporary rule clarifies that a quarantine or isolation order includes quarantine, isolation, containment, shelter-in-place, or stay-at-home orders issued by any federal, state, or local government authority that cause the employee to be unable to work even though his or her employer has work that the employee could perform but for the order. 

 

A quarantine or isolation order also includes when a federal, state, or local government authority has advised categories of citizens (e.g., of certain age ranges or of certain medical conditions) to shelter in place, stay home, isolate, or quarantine, causing those categories of employees to be unable to work even though their employers have work for them.
