Maybe you are waiting for some forms.  Click Review to see if you are missing some forms needed in order to e-file.

Many federal and state forms are not yet available.  Check here for form availability. The dates are subject to change.

Tax form availability tool,

No hurry to e-file since the IRS will not begin to accept/reject 2023 e-files until January 29.   And….a state return cannot be accepted until after the IRS accepts your federal return.

It is likely happening because one or more of your forms are not yet ready to file.  TurboTax will have an update with many 2023 forms released on January 24th.  Here is a link to the form availability

Please try to submit your return again after the 24th.

Went to e-file my state tax. And it said we could not efile your return for the following reason. Tax year 2023 transmissions are not available.

The IRS does not officially open to process returns until January 29, 2024. Most state returns are processed through the Federal Return.

It is 2/3/2024 and it is still not available.

I received the same message.  Was trying to e-file both Federal and State form at the same time.  File them SEPARATELY and Federal form filed OK; state form got error.  To file separately:  Back up a few screens to "Select Your Forms for E-Filing".  Select only Federal.   Then go thru remaining e-file screens until transmitted.  Then back up and select state form and do the same.  State form got error.  I ended up mailing in state form.

I was able to file my federal return if I choose to file only the federal instead of trying file both federal and state at same time.  I still get the same error message when I try to file my state return though.  But apparently the Texas (where I am) state returns cannot be filed until March 15th.  You can check availability to file state returns here:
