Question

What does the IRS and State Govt count as your filed date - the date it was efiled or the date it was accepted? I ask so as it is pertinent to interest penalties.

I efiled on May 16 and was accepted by IRS.  State efiled same day but states pending.  So is the state going to consider my date of filing as the efile date or the date they accepted it?

Your transmission date counts as your filing date. The only exception would be if the state rejected your return and you never go back and fix it. In that case, you are considered to have never filed a return,
